Will the New UPI MDR Charges Affect Mutual Fund Investments and SIPs?
UPI payments above ₹2,000 are getting a new MDR framework. But does that mean Mutual Fund investors or SIP investors will now have to pay an additional charge?
When I first came across the news about MDR being introduced on certain UPI payments above ₹2,000, one of the first questions that came to my mind was:
What happens to Mutual Fund investments made through UPI? And what about investors whose SIPs are running through UPI AutoPay?
At first glance, a headline saying “UPI payments above ₹2,000 will attract 0.4% MDR” can make it sound as though every person making a payment above ₹2,000 will now have to pay extra.
But once we look at the details, the picture is quite different.
For Mutual Fund investors, three points matter the most:
Mutual Fund and other eligible capital-market payments have been placed under a special MDR category of 0.02%.
MDR is a merchant/payment-ecosystem charge and is not intended to be charged directly to the investor.
And importantly, automated recurring payments through UPI AutoPay or UPI mandates are excluded from the prescribed MDR.
So, what exactly has changed?
The new UPI MDR framework is scheduled to come into effect from October 15, 2026.
Under the framework, certain eligible Person-to-Merchant (P2M) UPI transactions above ₹2,000 will attract a Merchant Discount Rate.
However, this does not mean that every UPI transaction above ₹2,000 will attract a charge.
Different transaction categories receive different treatment, and some transactions remain outside the MDR framework altogether.
What is MDR?
MDR stands for Merchant Discount Rate.
It is a charge associated with processing merchant payments through the digital-payment ecosystem.
Banks, payment service providers, UPI applications and other infrastructure participants are involved in processing these transactions.
According to the Ministry of Finance clarification, MDR is neither a tax nor a charge collected by the Government or NPCI.
The most important point for consumers:
MDR is not meant to be charged to you simply because you are making a UPI payment.
Are all UPI payments above ₹2,000 affected?
No.
One of the biggest misunderstandings surrounding this announcement is that every UPI transaction above ₹2,000 will become chargeable.
Person-to-person transactions remain free
If you send money to a friend, family member or another individual through a normal person-to-person UPI transaction, the new merchant MDR does not apply simply because the transaction exceeds ₹2,000.
For example:
- ₹5,000 sent to a friend
- ₹20,000 sent to a family member
- A normal eligible person-to-person UPI transfer
These are different from merchant payments.
What happens to Mutual Fund investments?
This is where the announcement becomes particularly relevant for investors.
Mutual Fund payments are not being treated the same way as ordinary merchant transactions attracting the general 0.4% MDR.
Instead, Mutual Funds and other eligible capital-market transactions have been given a separate concessional MDR.
The official framework also provides a maximum prescribed cap of ₹300 per transaction for this category.
What does 0.02% actually mean?
Let us look at a few simple examples using amounts within the commonly used standard UPI transaction range.
| Mutual Fund Investment | 0.02% MDR |
|---|---|
| ₹5,000 | ₹1 |
| ₹10,000 | ₹2 |
| ₹25,000 | ₹5 |
| ₹50,000 | ₹10 |
| ₹75,000 | ₹15 |
| ₹1,00,000 | ₹20 |
But who pays this amount?
This is probably more important than the percentage itself.
Suppose you make a ₹50,000 eligible Mutual Fund investment through UPI.
At 0.02%, the MDR calculation would be ₹10.
But that does not mean your ₹50,000 investment automatically becomes ₹49,990.
The Government has clarified that MDR is a merchant/payment-ecosystem charge and is not intended to be charged directly to the customer.
Now the bigger question: What happens to your SIP?
This is probably the part that matters most to regular Mutual Fund investors.
Many investors use UPI AutoPay to authorise recurring SIPs.
For example:
- ₹5,000 every month
- ₹10,000 every month
- ₹25,000 every month
Once the mandate is authorised, the recurring payment happens according to the registered schedule.
Naturally, the question is:
If my SIP is more than ₹2,000, will MDR now be charged every month?
No prescribed MDR applies to automated recurring UPI mandate or UPI AutoPay transactions under this framework.
This includes recurring investments such as Mutual Fund SIPs.
Example: ₹10,000 SIP through UPI AutoPay
Imagine that you invest ₹10,000 every month through a Mutual Fund SIP registered using UPI AutoPay.
₹10,000 is obviously above ₹2,000.
But this is not the same as manually making a fresh merchant payment every month.
It is an automated recurring transaction under an authorised UPI mandate.
Therefore, the new MDR announcement should not be interpreted as meaning that an extra UPI MDR will suddenly be added to your ₹10,000 SIP every month.
One-time investment vs SIP through UPI AutoPay
| Transaction Type | Treatment |
|---|---|
| UPI transfer to friend or family | No merchant MDR |
| Eligible merchant UPI payment up to ₹2,000 | No general MDR |
| Eligible general merchant payment above ₹2,000 | 0.4% merchant-side MDR |
| Eligible one-time Mutual Fund UPI payment | 0.02% capital-market MDR |
| Mutual Fund SIP through UPI AutoPay | No prescribed MDR on the automated recurring transaction |
| SIP through NACH / bank mandate | This UPI MDR framework does not directly apply |
What about SIPs through NACH?
Not every SIP is processed through UPI.
Many investors have registered their SIP through NACH or another bank mandate mechanism.
NACH is different from UPI.
Therefore, this particular UPI MDR framework does not directly change the functioning of a SIP being processed through NACH.
What should a Mutual Fund investor remember?
P2P remains different
Normal person-to-person UPI transfers are not the merchant transactions targeted by this MDR framework.
MDR is not an investor fee
The Government has clarified that customers are not supposed to pay MDR merely for making the UPI payment.
Mutual Funds get a special rate
Eligible Mutual Fund and other capital-market transactions have a concessional MDR of 0.02%.
AutoPay SIPs are different
Automated recurring UPI mandates and AutoPay transactions are excluded from the prescribed MDR.
Frequently Asked Questions
Will every UPI payment above ₹2,000 now attract 0.4%?
No. The framework applies to specified eligible merchant transactions. Different categories receive different treatment and many UPI transactions remain outside the new general MDR.
Will my ₹10,000 Mutual Fund SIP through UPI AutoPay attract MDR?
Automated recurring payments through UPI AutoPay or registered UPI mandates are excluded from the prescribed MDR under this framework.
What about a one-time ₹10,000 Mutual Fund investment through UPI?
Eligible Mutual Fund transactions fall under the capital-market MDR rate of 0.02%. On ₹10,000, this mathematically works out to ₹2 on the merchant/payment ecosystem side.
Will ₹2 be deducted from my ₹10,000 investment?
The Government clarification says customers do not pay MDR. Therefore, the new framework should not simply be interpreted as reducing a ₹10,000 investment to ₹9,998.
What is the MDR calculation on ₹1 lakh?
At 0.02%, ₹1,00,000 works out to ₹20. Again, this is not intended to be a separate prescribed UPI fee charged directly to the investor.
Does this affect NACH SIPs?
NACH is a separate payment mechanism from UPI, so this particular UPI MDR framework does not directly apply to NACH-based SIP collections.
Final Takeaway
A headline saying “UPI payments above ₹2,000 will attract 0.4% MDR” does not tell the complete story.
For Mutual Fund investors, the details matter.
Eligible Mutual Fund and other capital-market payments have a concessional MDR of 0.02%.
The MDR is not intended to be charged directly to the investor.
And most importantly for regular SIP investors, automated recurring Mutual Fund investments through UPI AutoPay or UPI mandates are excluded from the prescribed MDR.
So if your SIP is running through UPI AutoPay, the new announcement does not mean that an MDR will suddenly start getting deducted from your SIP every month.
Whenever a financial headline sounds significant, it is worth looking beyond the headline and asking:
Who actually pays the charge?
Which transactions does it apply to?
And what are the exemptions?
